Cissy Watson
President & CEO
Having over 40 years of experience in the development and property management of affordable multifamily housing, the CEO of Mansermar Development, Cissy Watson, leads the consulting and development services of the company. She has vast experience with HUD and Tax Credit properties and all the compliance and regulatory issues that accompany these types of properties. She has developed over 45 new construction properties, totaling over $200+ million as well as $200+ million in acquisition-rehabilitation of affordable multifamily communities. Cissy owned Hometowne Communities, Inc., a successful property management, construction management, and development firm for 14 years, before selling the assets to a larger national firm in 2010. She retains ownership in a 115-unit mixed-use community with 86 affordable units in downtown San Diego, just outside of the Gas Lamp District. In addition, Cissy is an owner in Mansermar, Inc., an experienced managing agent specializing in affordable housing for senior citizens. Mansermar, Inc. currently manages over 60 communities, totaling 3958 units in 14 states.
Ali Watson
Vice President & Lead Development Director
Ali leads the development team maintains oversight of all development projects, from inception through construction completion. She started with the company as a Development Director in 2020 and became the Vice President and Lead Development Director in May 2022. Ali drives all aspects of development, including financial and feasibility analysis, deal team selection, design overview, and deal execution. Before joining Mansermar Development, Ali gained the magnitude of her experience in commercial real estate as a senior analyst with a national lender ranking in the top three of FHA and GSE production annually. She has over 6 years of experience in commercial real estate finance and 3 years of experience in affordable housing.
